Pfft. Capcom USA claimed that Nintendo wouldn't let them sell the games for $20 each, ignoring the fact that 3rd party $40 and $30 titles were already being sold. They could have easily sold a $40 RE2/3 combo package, but Capcom USA figured they could get more cash by selling the straight ports at $40 each.
Capcom USA has a record of blaming Nintendo for their own cost-cutting policies... Mega Man Anniversary Collection was released for $30 and was missing all the remixed music featured on the PS2 port... the official excuse was that there "wasn't enough storage space" -- ignoring the fact that other companies have sold $20 TWO DISC titles (see Ribbit King).
Capcom USA seems to be an overly cheap subdivision of Capcom, filled with PR folks who have a hard time creating believable excuses for their company's money-grubbing policies.
