It was a large number of things they didn't bother doing. For example, they literally reduced your team members to a generic one liner and killed most of their personalities. They didn't bother actually having a plot which was a massive change from the first half of the game. Then there's the meaningless sidequests and events throughout the World of Ruin that contribute almost nothing to the game. The only real bright spot could be the individual character episodes dealing with a little bit of each of your party members but even then, most of them are botched because they don't bother revealing anything about the characters, they just involve them.
The World of Ruin isn't bad in concept, they just didn't putting effort into doing it. If you want a good example of something like the World of Ruin and how it should've been done in a basic sense, FFX-2 does it right.
I am one of those that enjoyed the World of Ruin. The only thing I can see people complaining about would be the non-linearity of it. Killed off most of their personalities? If anything, the second half of the game fleshed out most of them even more:
-Celes (well, the first bit was all hers).
-Terra finds a place where she can fit in.
-Locke finally finds peace with Rachel.
-Setzer's backstory with Daryl and the Falcon (with one of the best and underrated tunes of the game).
-Sabin finds his master alive and closes out the Figaro backstory with Gerad (HA!).
-Gau finds his father, Strago gets his monster.
-Shadow's dream sequences.
-Cyan coming to terms with the death of his family.
The plot was weak? I didn't really think so. You are free to take on Kefka at any time, so it's not really a big deal. Sidequests were very rewarding (espers, secret characters, kickass weapons and armor).
And did you just compare this game to FFX-2?
