Is he legally obligated to follow the shows ending or major plot points? I get that he sent the producers his outline for how it was all to end in his head probably without really thinking it properly through and if he was actually writing it out he probably would've changed it significantly through that process so now he's trapped, he's seen how his rough notes played out in the field and no doubt doesn't like it but if he can't course correct drastically what can he do other than simply drag it out till the end of time, I reckon HBO have him over a barrel

No, I don't think he's legally obliged to keep the same ending or major plot points. He may keep them, but because the books are already vastly different from the show, the journey to those plot points will be more fleshed out.
However, I can see why people would think HBO have George under the whip. 10 years ago he almost had the book finished (his words), so what happened? The lore around the writing of Winds will probably be more exciting than the book (if we ever get it)

I think he's rewritten it. Around 2016 or something he scrapped it all and started over. Or scrapped a large portion. There's simply no way you can think you're nearly finished and still not be finished a decade later.2015 was also when he made promises to his publishers that the book would be ready that year. He told them in August 2015 that he wouldn't make the October deadline, but would have it done by December that year.

That was ten years ago. Considering he told his publishers that they would have a finished book in four months, he must have pretty much finished the thing at that point. So where is it? What has happened in those ten years?

If GRRM's version of Winds in Winter had roughly the same ending as the TV series, yeah, he probably rewrote that. The public HATED the last season.

And if you decided to scrap it all the question is how did you even get to that point when you are few months away from finishing and then you do a 180? IMO he lied to his publisher and never really got started by the time the initial deadline was coming, or he was way, way behind on schedule.

Most likely this is what happened. He just scrapped the whole thing and started from scratch.
I gave up hope a long time ago. The man is 77 and has spent over 14 years on one book with no end in sight. He has also said he hasn't started work on Dream of Spring yet! There is no way he is finishing this series.
Actually, because Martin is the king of procrastinating, this is a far more likely scenario. He knew he wouldn't meet those 2015 deadlines, but strung his fans and publishers along anyway.
In 2016 he made a promise to his fans that Winds would be his number one priority. He said he wouldn't touch any other projects until Winds is done, except for editing Wild Cards.
Now, in 2025, he's telling us that he's still "interested" in Winds, but his other projects are also important.
Let's face it. The man is full of shit.

The thing is, I don't really care how the different characters arcs ended (outside of Arya / Night King which won't happen as the NK was a show creation), it was the rush to get there and the nonsensical decisions that completely fucked it, plus the complete lack of any meaningful explanations to a lot of the mysteries they had created. I think certain parts of the ending will happen in George's, but we have to remember there are characters and certain storylines in ASOIAF that weren't included in the show. It'll likely be the introduction of fAegon, not Jon, that will push Dany over the edge, for example.
If Gurm can write a decent buildup and logically have things happen in a way that actually makes sense, it could be incredible. But he's set on just two more books and TWOW is largely going to be wrapping up shit from AFFC and ADWD, so I just can't see it. Shit's cooked.
