They do, the only change Twitch ever made to that was changing the default option that archives were saved at all. If a channel doesn't have archives up, it's because they've disabled or manually deleted them.

I know they do but some channels (especially events) will make you subscribe to access the archived footage.

Like totalbiscuit for instance. You have to pay $4.99 to access archived videos.
