I'm transferring my old VHS tapes to my PC so I can burn them onto DVD....but I need a program that will allow me to split the footage into chapters for easier viewing. Any suggestions?

No clue for pc... But I like my DVD Studio Pro 3.

Pinnacle Studio 9, that should be enough for you to capture, edit, author, and burn to DVD.
