You have to enable the console in your options first, then its enabled by the ~ key. FPS command is cl_showfps 1.

Is there a way to not open steam and play Half Life 2?

You can make a shortcut to half-life 2, but it will load up steam on its own anyways before playing. After initial validation, if you don't have an internet connection [or you unplug your network cable] and you set your steam options to remember your login info, you can open half-life 2/steam with no internet connection and play in 'offline mode.'
