The deleted scenes and outtakes are right in the DVD menu. It's under Bonus Materials.

There is only 2 deleted scenes. And no, the true ending isn't one of them.

I have no idea why they cut some of those kick-ass enemies like they did. Some of those weapons they cut were good as well. They could have fit the Flame Thrower in Halo 2 as the alternative to the Plasma Sword.
