It was a joke about the last podcast, where they talked about guns SOUNDING like they might have to be nerfed. I'm well aware that bungie knows how to balance the weapons (cept the beta carbine, RIP). I'm replaying that game right now before I start ME2, and it's brilliant for the most part. Why didn't you like it? Was because of the less than perfect combat, Mako exploration bored you? Quiting that game at 1 hour seems crazy, you need to give it a chance for the universe and lore to grab you. But anyways, for Fallout 3 you don't need to play the previous one, and it's a fantastic game. Heh. I didn't like ME because it was an RPG trying to be a shooter, but in my (brief) encounter with it I thought it failed utterly at both. Everything from the UI to the loading to the controls were clunky and poorly designed.
