When I got my eMac, it came shipped with Panther and in the hard drive I had six folders:

Applications
Applications (OS 9)
Library
System
System Folder
Users

I forget what i installed, but eventually a seventh folder was created, Documents. This is the same one that's in a Home folder, but one that was created for whatever program that needed some documentation to be installed in the old style OS 9 doc folder.

My question: is it safe to get rid of it? And if it won't allow me (I'm on my office Mac), what's the best way to do so?

If there is nothing you need in it, just trash it. Permissions should not be an issue. If they are, just boot into OS 9 and trash it, or log in as the root user.
