Help formatting image size

I did something on regular 8.5 x 11 paper and scanned it on the only pc with a scanner in the house. Then emailed it to myself. Problem is it's smaller than the actual piece of paper and Im not sure what the width and height have to be for this. I'm trying to get it to normal size on either microsoft paint or when I upload it there is a width/height option you can adjust.

You need to download an image editing program.

You can get irfanview; it's mostly a viewing program with a few editing features.

In any case, you need to learn about pixels & resolution (and DPI).

cool, I'll do that but still, how exactly do I get it to identically match the size of my paper. I tried a few image programs

To match the size of your paper when the image is on what?

On your screen? You need to know the DPI of your screen.

On a printout? You can usually scale that in the print options.

On someone else's screen? Guess what?

Most screens are 75 - 100 DPI.

Of course, it all depends upon the screen size and resolution.

For best results, you should scan at high resolution (high DPI),
and then use a program to scale it down to 100 DPI or so.

But since everyone's DPI will vary, you can't expect that
everyone will see it as "actual size".
