The text is dutch, but the landscape doesn't look like something from the Netherlands or Belgium.

Weren't there a couple of really big fireworks factory explosions in somewhere like Holland in the last couple of years? Though that looks like a smaller fire hitting an oil tanker..

I've seen that before -- it is indeed from South Korea. Not Seoul, though the specific city (Pusan? Incheon?) escapes me.
