Help with pc wifi speed

Long story short, windows update messed up some of my drivers, which I had to fix on windows 10 (fuck you microsoft). In the process of all this, and getting new wifi in my apartment, I noticed my wifi speed is actually slower than my phone (6S). So I plugged in directly and got 350mb on speed test. worked fine, but then only 35-40 on wifi. Phone gets 70-75mb. My card is an intel AC 3160. I have tried just about everything, and I'm at a loss here. I changed a bunch of advanced settings, disabled all firewalls, and even went back to the original driver. Is this just a shit card?
 
says ZTE brand (EPON ONU) model ZXHN F477V2. Would the router matter as much in this situation? I'm getting a newer one in a few days though

Well you said even your phone doesn't get above 75 while your ethernet gets full speed so the bottleneck is probably the router.
 
well looking at internet status on the computer it's set to 72MB, but I still don't see why it's getting half of what my phone does. Maybe I should wait for the next router and see if anything changes, but I doubt it will

Bump. Alright, got the new router. While my speed is faster on both devices, the same issue is happening still. 380Mb on my phone, 240Mb on my PC. My router is running stock 380.70 Merlin firmware. I did a speed test on my roommates PC and they got 380, so my computer must have something going on. I followed these steps for my PC.
-Bluetooth off
-Disabled Power Saving Functions
-Changed the Power Plan
-Network Adapter Properties -> Advanced tab -> set the value of U-APSD support to Disabled.
-Transmit Power set to 5. Highest.
-Set the Preferred Band to prefer 5GHz band.
-Set the Wireless Mode 802.11n a/c to a/c
-Set the HT Mode to HT Mode.
-Set the channel width for 2.4Hz and 5Hz to auto
-Set Roaming Agressiviness to Lowest.
-Set the Ad Hoc QoS Mode to WMM Disabled.
