How to re-size pictures?

I have a digital camera and even the smallest size picture it takes is still way too big. I can't find anything in the software that lets you resize. What I'm looking to do is take these big pictures down to a reasonable size and hopefully make the file size smaller; I've look around "The Internet" and even dl'ed a few programs but amazingly haven't found how to do this yet. How do I resize pictures?
 
Use ACDsee classic (should still be free) for fine tuning (or photoshop if you are inclined)

you can use MS paint, use the stretch\skew tool to reduce it by a percent.

I think Picassa can autoshrink and email them for you

Download a Powertool shell addition which can resize to common resolutions inside a right click menu
