I need really cheap webhosting < $5

I'm looknig for a company that can provide super cheap monthly hosting. I don't need much space or data transfer as this is for a small company that doesn't get many hits per month.

I'll need to be able to have access to a few email accounts, as well as a few FTP accounts.
I'll also need to be able to use htaccess files, so this might mean I need an apache server.

Anyone know of reliable places that can offer this for < $5 a month? If I can't get good recommendations, I'm going with SurpassHosting, as I can pay $50 a year for hosting.

I've been looking at numbers, and here's some basic things I've come up with.

We'll probably need at least 250MB of webspace.
Also around a gig of monthly transfer.
A minimum of 2 FTP accounts.
We shouldn't need any more than 10 email addresses.
We'll also need to have a somewhat functional control panel.
Finally, the webhost will need to offer adequate suopport if we run into probles.

Here's a little more story.

Where I work, my boss is paying ~$200 yearly for hosting and 2 domains from a local company.I know if I can switch our hosting over to something cheaper, I can easily save her more than half of that money yearly.

The guys doing the hosting now are pretty big idiots when it comes to hosting, and they're really pissing me off. They're trying to tell her that if she switches to another hosting company she won't be able to get the help and suport she's getting now. The problem is, these guys haven't helped up once when we've had problems.

Some people may remember a thread I made in August sometime about using password protection via a .htaccess file, and our webhosts not even knowing what the hell one was. I spent all day on the phone being pushed from one "tech" person to another just trying to get them to tell me what folder our site was stored in so I could make the file myself, and they didn't know how to do that either. After wasting a day with it, someone finally "allows me special access" to the admin area of our site, which I had already had acces to myself, as it was our control panel. From there I was somehow able to fiind that our site was stored in a folder called site5, and all of my htaccess stuff worked immedietly afterwards.

We use this password protected folder on our webspace to store a .QBB file that our accountant downloads every friday and then proceedes send us our Quickbooks restore file on Monday morning. Our host is trying to tell my boss that they're "allowing us" to put our backups online, while Quickbooks would cost us $25 monthly to do it. No buddy, I don't think so. I spent all day on the phone with you, and you were clueless about every thing I asked you, and now you're trying to tell us you're "Doing us a favor by not charging us"? Bullshit. It's a file on our webspace, just like any other. Are you suggesting I should be paying Google $25 monthly if I were to email the file to our accountant?

My boss also paid these people $600 to design a website for her, and it came out TERRIBLY. She told me the site was unusable, so she had to pay them AGAIN to redesign it.

I'm firmly of the opinion that these gus are dirty business men, and they're trying to swindle her for as much as they can. My boss got pissed on the phone with them today when they were talking about the "help and support" they could provide, but no one else could. She told them flat out that they haven't helped us at all, and she's had to waste even more money to pay me to spend time fixing problems they've created for her, as well as paying me for a fully 8 hours worth of work on the phone with them when they couldn't help me with the htaccess issue. She apparantly told them they'd be better off hiring me at $14 an hour as I'd be the only one there who knew anything about what was going on.

That being said, these guys have my blood boiling, and I definitely want to switch hosts in november when we're up for renewal.
 
Of the hosts mentioned, do PHP scripts run fast? I'm also looking for some hosting, though the adage "you get what you pay for" might factor into my decision.

Thanks for the offer, but they had me redesign the site. While it's nothing wonderful, it's exactly what they were looking for.
