Sure it was largely shovelware that this affected on GBA... but this just means that DS will have better shovelware, which is a Good Thing. It quite hurt games like Namco Museum that your high scores wouldn't be saved.

There seemed to be a direct relationship between good games and games with save capabilities.

One of the few games I have without a save feature is fucking Tetris Worlds. What a load of shit.

Yeah, that's true - almost all the good GBA games were from publishers (Nintendo, Konami, Capcom) that weren't too cheap to include save RAM. Still, for the rare exceptions (like the aforementioned Namco Museum), this definitely is a good thing.
