Maybe they can setup the story as an undercover cop or some shit.

In sleepy doggy you are a cop but you can still cause chaos, same for just cause where you are basically a well known hero that try to do good.

Emphasis on being criminal greatly reduced but there are antisocial activities (and even pseudocriminal) those can get you to jail
