Well with such a detailed and thorough bug report I'm sure the sysadmin has all the info he needs to fix it

I've PMed them described the situation in multiple threads. Links to external websites don't load when you click on them initially. Its simple as that and repeatable every time. If you modify the user agent to IE 10 then it works so it has to be something this site is doing.
