A couple months ago I got some car speakers at Best Buy and was able to get a $20 rebate from BB using the receipt. Thing is, I lost it, and didn't find it until today. On the rebate form it says:

OFFER DATE: 07/28/2004 TO 09/30/2004
POSTMARK DATE: 10/30/2004

So does this mean it's too late to send it in, or does it just have to be postmarked by 10/30/2004 and that they don't give out the offer after 9/30?

you had to buy the product before 9/30 and it has to be in the mail on or before the 30th

I'm pretty sure it means that you have to purchase the thing between 07/28/2004 and 09/30/2004, and mail the rebate form on or before 10/30/2004.

Okay, that's what I thought. I kinda freaked out when I saw the 9/30 date, but this makes sense.

+$20 me! .....in 8-12 weeks.

The offer date most likely refers to when the purchase was made. So if that receipt is dated between 7/28 and 9/30, you should be fine to get the rebate, as long as you send it in before the 30th.
