ISP Connection Woes

OK heres the story so far

Tuesday before thanksgiving Im playing Counter Strike Source online no problem.

That following thursday (thanks giving), I notice anytime that I use the master server browser in steam it pings to like 100 servers and then it stops, If I were to try to open IE or Firefox it wont find a website. I have to close steam and after about 30 seconds it works (the internet)

What I know:

1. Any server pinging program does this (Steam, BF1942, UT2004, DSLreports.com Port scanner)
2. It does this on 2 sepereate PCs
3. It also does this with just the pc connected to modem (no router), and all firewalls disabled.
4. We had a line technician comeout and he said the signal was fine, no interference.
5. I notice if say im downloading a big file and do this the file keeps downloading fine its just the server list/internet that seems flooded
6. Ive reinstalled my O.S. 4 times and no viris or spyware (and it does this on 2 different pcs mind you)
7. I also notice that when it stall during the steam server pinging my SEND keeps sending out packets, but my receive is barely moving at all.
8. I even limited my upload to 10kb and dl to 30kb and it still gets "flooded"
9. Even when I was getting "flooded" by pinging with steam he couldnt see any major activity on my line (bandwidth usage)

The only think I can think of to do now is to swap the modem itself, and/or buy a new nic card.

Any ideas?

oh and here is a pic by pic analysis of what happens (i sent this to them)

ok it seems im not the only one (altho these are only steam users and have my problem also)

I can see servers in the server browser but I cannot connect to them. the only way I can connect is to bring down the console and type in the I.P. address. I am using a prestige 600 dsl modem 1.5mbs down and 512kbs up, and a gigafast ez5000-s switch. When I click connect I get the server info screen and my ping jumps to 2000 and I lose my internet connection. I get the same result with any of the steam games. Please Help

When in the server veiwer, open the server (connect to it) and let the status box open. Hit refresh ONCE or untill your ping hits 2000. Then do NOTHING and let it sit for 1 or 2 minutes

Do the same, but this time, have it run in a window, and then go open your internet browser. If your internet doesnt work, then keep trying to get a webpage untill it does. As SOON as you can get pages again, switch back to your game and if it isnt connecting, hit refresh on the sever info box.
NOTE: If you do this and your internet works, surf around and see if it dies 15 seconds or so afterwords. If it does, this should work. If it never dies, then dont waste your time with this solution.

I have no problem getting the server list and can refresh it at any time but when I try to connect to a server the server info box appears and my ping goes to 1000 first and then up to 2000. If I wait long enough I will eventually connect to the server but it takes like 3-4 minutes to do so. Once I am on the server everything is fine.

If I get impatient and exit out of steam I find that my internet connection is dead and doesnt come back for about 3-4 mins.
- It isnt a firewall probelm as I have disabled it.
- I am running the game through a router but it isnt wireless.
- Verified all game files

Like I said above tho I can replicate this same behavior using UT2004, BF1942, or even the all seeing eye program (think gamespy), has anyone else had this problem? Are some routers/backbones blocking mass ping or something (virus counter measures?)
