Japanese Outrun 2 info lameness

So I really haven't been follwoing the story. So what's the deal? Sega announced that the Xbox version of OutRun would have extra content, but it's really no different than the US version?
 
“So I spoke with the guy at Sega and he said that the versions are exactly the same, though Sega Japan is going to market it as being something different to customers there. That’s what I was told.”

I don't see why spong is making a big deal... especially with the use of the word illegal... I thought it was clear from the earlier Magic Box story that the game's "bonuses" were being described in relation to the original arcade version. Why did they assume they were being compared to the US and PAL versions?
 
The "...possibly up to something illegal..." thing was a joke relating to how ultra-nervous Sumo chaps are on the phone. It's as though they're running a crack house with games as a cover* and are shit scared of being busted. Call them up and ask them something - it's ace!

*I should know. SPOnG has been doing it for years!

I'm sure Sega PR would lie and deceive the consumer for a game that will probably sell 1,000 copies in Japan.

Actually, that does sound like something they would do!
