MS isn't pushing cloud harder than Sony, MS is implementing the same than Sony is doing even if it's true MS implemented faster some things Sony mentioned back in 2014 when they announced PS Now and their long term plans and that we know are coming due to patents and Sony documents for iinvestors (like releasing it on smartphones, tablets and smart tvs, to continue expanding their list of countries supported, to expand their catalog including PS5 games and review the business model).Because Kojima also stated he believes that cloud and streaming will be really important in the future.
And Microsoft is pushing those things way harder than Sony.
So if he wants to make a smaller game for a streaming service Microsoft might be more interested while Sony would be naturally more inclined to support the traditional AAA game.
Also there were rumors by Grubb and co. that he was doing something with MS (although I don't know how credible they are given that the story changed different times, early last year it seemed deal done already, then it became "the deal has to be signed yet wait for E3", then wait for TGA).
So who knows, in any case it seems they will be a in position to announce something new this year.

Very soon, with the Spartacus release Sony will also include another 'base Gamepass'-like tier, so like a download only version of PS Now, without streaming. As happens when there's competition, they keep copying each other when makee sense while also keeping their own points. As an example, regarding catalog MS is putting their games on Gamepass day one, something Sony won't do because their main revenue source is selling software and particularly for their console.

And MS would be much more interested in backing a game that pushes that kind of technology.
Their services cover more platforms and the infrastructure is much better because they have invested in it as their core business beyond just games, so much that even Sony plans to use it. Sony is more interested in traditional AAA and VR, after Death Stranding they're not going to greenlight something experimental based on a technology they have not fully jumped on. At worst they'd ask him to do a PSVR2 killer app, not a cloud/streaming game.

Hermen Hulst, the boss of Sony published games said it's false. He said they are happy with smaller and more experimental games and that will continue making them and did mention Death Stranding as one of the examples and Dreams as another. Kojima also mentioned to be happy with Sony and DS, and releasing DS Director's Cut proves both are happy working together. They seem to be working together in a sequel, and Kojima also wants to make anime and films, and Sony wants their different divisions working together closer with collaborations, so I think they'd like to see Kojima colaborating with cinema/tv/anime as they did with ND/Druckmann.
Sony is also preparing a big push and relaunch of PS Now merging it with PS Plus, expading way more their catalog also adding games from more (both newer and older) consoles, adding a download only tier and bring it it to mobile and smart tvs. So would make sense to continue adding from time to time some small games there at launch as they did and in this case they could announce a small Kojima game to get more attention for the relaunch.
Regarding cloud only games, Sony and MS never mentioned it because it doesn't make sense since now PS Now barely has 3M subs, a subset of them would use streaming and the other cloud gaming platforms including MS never mentioned how many subscribers has their cloud gaming platform, so super likely is very small too, too small to release a game exclusively there. Games are expensive to make and with such a tiny subscription userbase it wouldn't be profitable.
What Sony and MS could do some day without waiting many years until game streaming goes mainstream is to release a game for both download and streaming, but designed for streaming taking into consideration the strengths and constrains that streaming has. This means, choosing an art style that works well with video streaming artifacts and a slow -maybe even turn based or menu based- gameplay that doesn't require super fast and precise controls. I think that would be the case of a potential cloud focused (not cloud exclusive) small Kojima game.
The 'more platforms' they cover were the ones Sony already mentioned in 2014 they were going to cover in the long term, and that seems they will support very soon, very likely (looking at patents, documents for investors and the Spartacus rumor/leak) this year.
Sony has their own cloud gaming technology and their partnership with MS was to share their research in game streaming. PS Now uses its own (PS3 or PS4 based, and soon PS5 based too) hardware for servers so can't use MS servers because MS doesn't build PlayStation consoles. What could have agreed about using Azure is to rent datacenter space and maintenance to place Sony's servers instead of using other 3rd party datacenter company -which MS also uses- and to use Azure's software to remotely manage their servers (which is a different thing than game streaming and Azure here doesn't offer anything special compare to its competition, as happens with renting space on a datacenter to put your own servers). Pretty likely they did choose Azure because MS offered a better price than the one they had with Amazon AWS and as compensation for Sony sharing their game streaming R&D.
