Is it a retelling of a historical incident or are you creating a work of fiction? If it's the former then so long as you have documentation then there should be no legal problems. If you are creating a work of fiction then you might not want to use real names unless you get those peoples permission and even then get it in writing.

It is retelling of a historical incident told to me, with names of actual
people who fought in the war. The main thing I was wonder would I have to get permisson from those people or would it be best to use the actaully event as a mold and create the characters....

I'd just change the names of the other people and be done with it. You never know even if you do hunt down these people, something that I assume will take time and money and get permission, after seeing the final product one or more might get pissed because you left something out that he thought was important or had his character do something that your grandfather said he did, but disagrees with doing. Even with permission, depending on what you write someone could sue to halt the movies release because they claim it's defamatory. To save yourself a lot of potential headaches just make up some names and be done with it.
