RICHMOND -- If you want rapper Xhibit and his buddies at West Coast Customs to “pimp” your ride with some phat spinning wheels, you better hurry.

Del. Bill Barlow (D-64th) has introduced an arcane bill that would prohibit wheel covers that give the illusion the wheels are moving while the vehicle is sitting still, or that the wheels are sitting still while the vehicle is actually moving.

Why would Barlow, a sedate Smithfield attorney who represents Williamsburg and a part of James City, care about spinners?

He said a constituent from Isle of Wight asked him to introduce the bill because he was injured in a motorcycle accident and blamed it on spinners. Barlow said the man told him he was riding along the highway when he noticed a car ready to enter the roadway from the right.

As he got closer to the car, the man said he caught a glimpse of the spinner on the left front wheel and thought the vehicle was pulling out in front of him. The man told Barlow he swerved to avoid what he thought would be a collision and lost control of the cycle. As it turned out, the car was sitting still.

“He went into a skid, put down the motorcycle and sustained injuries,” Barlow explained. “He was very much upset about it.”

Until then, Barlow was unaware of any problems with spinners. He called it an “unusual” issue. “I have no idea how [the bill] will be received,” Barlow said. “It does seem to me it could be a safety concern if you don't know whether another vehicle is moving or not. You need to know that when you're driving.”

It's an interesting issue as to whether or not we can let people have car mods that misrepresent what the car is actually doing. Certainly something that flashes the turn signal lights all the time or in patterns wouldn't be allowed, but this is more of a grey area.

I don't know if they can get the bill passed until this becomes more of a problem.

Defensive driving is about watching out for other people's fuckups and idiocy, and not trusting that they will always do the right thing. If I were driving a two-wheeled death trap I would certainly keep on eye on everyone and everything.

Well, there are Spreewells, which run into the thousands and keep spinning on the force of inertia, and then there are cheap knock-offs which are just motorized hubcaps. That's what I see on cheap pieces of shit. And yes, absolutely ban them...

I completely disagree. Yeah, the guy is pretty dumb for being fooled by spinners, at least he acted in his best interests and tried to preserve himself. If you're driving and have got the right of way, and you see me about to run a red light and plow right into you, you do nothing? And your rationale behind that decision is what? You've got the right away, so your death will technically be my fault when the police file the accident report? Errrrrrr......I think you've been breathing too much sand, friend.

In you situation I agree with what you are saying. Now then what I am saying is this you have to look at all the factors around you. Is it the guy in the trucks fault that he wrecked? I don't think so. Why not ban shiny rims because they could possibly blind someone from the reflection (surely this has happened before). The guy should have stopped. For him to have a clear view of the rims means he saw them before he hit the intersection not during.

My thing is I don't see spinners as a public nuance. Gaudy? Yes. Tacky? Most times. From my POV I see it as a single vehicle accident. The thing I see is that this guy couldn’t sue the owner of the car for his damages and now is on a crusade. The thing about it is that this bill will probably pass once these reps get some file footage of spinners in action which will probably be the ridin' spinners video.

1. The article said he was driving along a highway -- typically, this means a 55mph speed limit, although it's possible the choice of terminology was poor.

2. People who think spinners are cool shouldn't be allowed to drive. ;)

Oh I don't think the motorcycle rider is trying to get the spinner dude to be held responsible -- he's going after the spinners because he knows that technically the spinner dude can't be held responsible.
 
I guess it's a small town/big town thing. I'm from a major city so I'm used to them besides they are on their way out of style anyways once the common class gets a hold of them then people will move on to something new.

They were superfresh like 4 or 5 years ago.

Heh, I'm not calling for spinners to be banned, I'm indifferent really. But technically their purpose is to deceive people into thinking the wheels are moving when they really aren't. I could see how they could cause accidents if people are witless enough to be fooled by them.

Agree and agree. My thing is that I think legislating a ban is a bit premature at this point.

Kind of silly to say "He should have stopped" when you really have no idea how fast he was going on the "highway" and you have no idea how far away from the intersection he was. At short distance, a swerve is better than braking into a collision.....particularly if you're on a bike. Plus locking up the brakes on a motorcycle would put you into a skid anyway. What he should have done wouldn't even be an issue if he hadn't thought the car was about to cut in front of him.

There's this jet-black H2 that pulls into work everyday with chrome everything, and these huge Sprees. It looks a bit tacky, but SUVs are the ultimate in fucking tacky. So if you're bitching about the wheels, bitch about those giant land ships that are fucking polluting the streets. But the sight of spinners under neon lights....WOAH! SoCal locs know what I'm talking about here. The South generally has a better car culture, so bling it the thing. PEACE.

driving a motorcycle is MUCH different than driving a car or truck. Look at it this way - a motorcycle is about 1/3 to 1/4 of the size of most other vehicles. I think he'd rather not hit the car and be a "greasespot" so he swerved and tried to miss the whole thing. but then, he shouldn't have swerved so severly anyway. Or maybe he's some 40-something on his mid-life crisis and just bought the bike and wasn't too familiar with it yet.

I've seen these REALLY REALLY cheap spinners at the gas station. Super crappy plastic, and they only cost $25. My friends and I have been throwing around the idea of buying them just for laughs.

This is true. Again at this point I'm not all that impressed with them because I've seen them for the past 5 of 6 years. It has now just caught the eye of mainstream America.

And from my point of view if they aren't Sprewells or Davins I'm not impressed at all. You at least need to have those to get my attention. But for spinners to be done well you have to do alot of extra work to the body in the paint and all that. There are two Chyslers 300M out of Tuscon one is fire red and the other is sky/baby blue and they are stupid fresh.

Actually, the first time i saw spinners, i thought the car was beside me was moving too. i saw them in the corner of my eye and for a split second thought "fuck, that car's about to, oh wait... spinners..."

But it would be silly to outlaw them, especially since by time the bill goes to law the fad will have died down, and/or something else will have replaced it.
