Where can i choose 200cc on time trial mode?

Can't. Single Player -> Versus Mode -> 200cc, No Items, Easy AI, 32 Races. That's the best you can do I believe and is what I've been doing.

...And that is how I learned how to do Cheese Land no problem.

Of all the things to update I really hope they make it so you don't have to play split screen when playing local multiplayer.

Wtf is the gamepad good for?! Lol. Each player should get a screen, so there's no need to split it on one.
