Is it possible to resume a download after either a cancelled download or torrent no longer being seeded occurs?

It is if you can get someone else to seed it. It can even be a brand new torrent, so long as the file you're getting/seeding matches.

You can resume by just selecting the file when the 'save as' dialog pops up.
