Trying to find more confirmation on this other than the simply Yahoo! blurb...I'm guessing the image caption may just be incorrect, as the only news I can find on this is continued pressure on N. Korea by nations to resume talks in face of the possibility of a nuclear test. Either that or the news outlets are unusually slow on this...
