Negative impact is very rare on AMD GPUs, and if yes, it's like 2% slower, just one title)
It's a different story for NV, but could be addressed if games that do not benefit from BAR are blacklisted drivers. (curiously, there should already be such a blacklist, but it doesn't seem to work well)
For AMD users it makes sense to always keep it on.
