I would bet that Russia reached out to her camp first because they had evidence she was cheating in the primary and fixing the polls by hacking her private server. Russia probably wanted to talk sanctions in exchange for keeping quiet. Hillary didn't bite because she thought the election was wrapped up, with Trump grabbing genitals and all. Once those talks stalled, Russia went to Trump as a "plan B."
This is what makes the most sense to me. The IC has been investigating all of this for over a year. I'm almost positive Russia was playing both sides with Team Trump being the ones taking the bait. Of course this looks bad all around, because of the implications that our politics can be manipulated by outsiders, so it was best to keep this quiet. But with politicians and news groups being the mature adults they are, leaks and further digging was inevitable.
