Old GPU choice - which one?

Building a rig for my brother for casual use, old-ish games (Doom 2016, Shadow of the Tomb Raider, etc). Have given him my i7 6700k cpu, 32gb of ddr4 ram and a 1080p monitor. Been offered a working rtx 2070 for €130 or a 2080 for €200.

Which should we go for oh cleverer than me people?
 
The 2070 is around 20% slower than the 2080. Though in some games and resolution, it can go to 30%.
The problem is that the prices you state, mean the 2080 is 50% more expensive.
So go with the 2070, as it is the best value. Or try to negotiate the 2080 to around 170$.

The 2070 is still a capable GPU thanks to its Raytracing, DX12 Ultimate and DLSS support. For 130€ you can't go wrong with it.

Perhaps you can also find a 2080Ti for a low price, that would be the jackpot. It has 11 GB VRAM and is a lot faster.

Just don't buy a GPU like the GTX 1070, or 5700XT, those GPU series do not have that modern featureset some games require.

The RTX 2070 will destroy "oldish games (doom 2016, shadow of the tomb raider)" on a 1080p monitor.

€130 for a 2070 seems like a bargain.
