Looks like a modified version of GB3, with slightly better animation & a roster/locales that reflects the current & upcoming US dub series. I'd say it's most likely to be on both PS2/GCN, like Battle 3, and be released sometime later next year.

Hotness. I'll totallly buy a Grand Battle game, even if they aren't the best, I just can't resist a One Piece fighter. Always wanted to try the JP versions. Its just a damn shame that it seems they'll only be using characters up til Arlong, cause that doesn't do much for us people way past that Arc. I guess there's Round the Land for that, but its a pretty simple 2.5D platformer with a lot of problems (generic music...they only use music from the show in the opening, also its done in ugly Renderware), but I know I'll buy it on license alone.

Edit: Also, the anime is currently at the end of the Davyback Fight. They're actually extending the DBF for a couple extra games as filler because they're too close to the anime.

And it's not even the "good" one. They should've skipped it entirely and brought over the 2nd game (or Bandai/Eighting's fighter) instead. :/
