[The Faceless Master]

Six young people from a local camp were killed just before noon yesterday when their gray Toyota crossed the double yellow line on Route 17B and smashed into a Sullivan County Department of Public Works dump truck.
All of the young people in the car, who ranged in age from 7 to 25, were pronounced dead at the scene by County Coroner Elton Harris.

It separates the lanes of traffic that go opposite directions. Basically the double yellow line is the only thing keeping everyone on the highway out of head-on collisions.

It means that traffic on the other side is going in the opposite direction as you, and that no passing is allowed in either direction.

Means it was a two-way road and you can't pass, so it was their fault for crossing over it and not having any legal reason to do so.
