Not easily.
My understanding is this:
The computer encrypts your password and stores that in the file.
Windows has stored that encrypted version in the file.
When you log on, Windows decrypts the file, sends it to the webserver, which reencrypts the file and checks it against what is on record.
Now, I am sure that some h4x0r t00l5 can probably be used to "steal" the password, but honestly it isnt worth looking for that kind of software as any easily available versions are probably just trojans in and of themselves. Brute forcing it may work, assuming you were stupid enough to have a password that would exist in a dictionary file. However, since you didn't memorize your passwords, this is highly likely and may be an avenue worth exploring.
The best way is to admit you are a dope for not 1) memorizing your password 2) using outlook express and contact your system administrator for a password reset.
Some password hints... write it in leet speak with some second string occuring every third character - for instance, yesiamadope rendered as a good password would be:
14m4d0p3 - I am a dope in l33t
y35 - Yes in l33t
Now insert yes into every third character -
14my4d03p35
Easy to remember, a BITCH to break.
