One of the reasons give is that the chart producer doesn't know if the customer "intended" to buy that game. (No, doesn't make sense to me either)

Its hardware as opposed to software sales I guess. Then we end up in the mess like chart-track where you do count them if they'ever ever been available sand-alone and some hardware/peripherals don't count as hardware for some reason...
 
i guess consistency is more important, but i figure that if the developer receives revenue for the game it should definately be counted, regardless of customer intent =)
