Paypal Fails Me Yet Again...

So I was selling preorders for a certain game that came out on Tuesday, starting last month. The first sentence in my auction clearly stated that the game releases on September 28, 2010, and that it would ship shortly after that date. A week before the game is released I get an item not recieved case opened in paypal and they remove the funds from my account, along with a confusing message in German that babelfish doesn't do a great job of translating (I thought most Germans spoke English, or at least could read it?). I send him a reply saying that the game isn't due to be released until the 28th, no reply.

So I go to print the shipping label yesterday so I could ship the game out and hopefully get my money... but now I don't have to option to do so via paypal. I called their customer service and, like always, they were of no help. They guy basically said there was nothing he could do until the buyer choses to close the case, and that he would send me an e-mail telling me how to print out the shipping labe... that e-mail never came. So I take it upon myself to find out how and to print this damn shipping label with paypal, and after finding the multi-order shipping, find out that it doesn't find my ebay transactions (even though my account is obviously linked to my ebay seller account). I try to fill in the information manually, but can't get past the part where you enter the state (which I cannot do obviously since it is going overseas).

So basically I have a game I paid for out of my pocket since paypal takes your money for an auction as soon as someone files a dispute... no way to ship it to him except for maybe through the USPS site, which I don't feel so secure doing because I don't want the guy to act like he didn't get the game then I am out of the price of the game and a hefty shipping fee. What really frustrates me is how broken paypals claim and dispute system is, and the fact that no one really over seas it, and when they do actually look into something, they don't really do shit except ask for a tracking number or wait for the buyer to close the case. It's a completely broken system that is unfair to the sellers, which should be expected coming from a company owned by ebay. I really wish there was an alternative to this service that is friendly to buyers overseas. Considering the almost 10% they take per transaction I expect some type of fucking customer service.

Obvious solution would be to relist the game, leave negative feedback for the purchaser and be done with it.
 
Except you can't leave negative feedback for buyers anymore because ebay sucks like that and I will most likely end up getting the negative feedback because the guy bid on an auction he obviously couldn't read.

Yeah, buyers can pretty much do anything now without any consequences. It's just the price of doing business on ebay these days.

That's super shitty. My only advice would be call customer service again and argue your point until they understand, but as you said they were useless :\
