Second panel - Dog drops chew toy and looks angrily over to...
Third panel - ...some trick-or-treaters, one of which is wearing a mask just like his chew toy
Fourth panel - It is implied that the dog attacked the kid with the mask and now has to be chained to his house and wear a muzzle

Yeah, maybe not. If the last panel were darker (say it shows the dog being put to sleep), the dog would be terrified and not able to wear the embittered expression that that he now wears in the last panel, in which teh funny resides.
