As Alan said, I think something has been played with. The artists have an 'art viewer' version on the 360 with the option to turn off the proper in-game effects such as lighting, etc. and view lower res textures so that they can work more efficiently. With literally hundreds of thousands of polygons in a small area, and potentially the whole city loaded in, this is the easiest way to work.
I'll get Ben to check it out tomorrow and find out why this appears to be a different version. I think I'd assume it was simply that it was taken from an artist's 'debug' build rather than the proper in-game version with the in-game lighting/textures as you saw last week. But seeing as Ben organised the shot, he can probably answer you better.

and the bump map for the left building (windows) is backwards. It makes the windows all fucked looking.
i say the first one we got was the proper one considering the bump map was proper and the texture is actually there
