IMO, Police Academy: Mission to Moscow is the best part of the series.
"The Game" and the storyline where Lassard stays with the Russian family were better than anything in the six movies before.
Some months ago, I watched the whole series in the course of a few weeks. I thought the 7th film was still funny, but the older ones were very slow and the frequency of gags wasn't enough to make them as enjoyable as I remembered them from when I was a child.
As for police/secret agent comedies:
Naked Gun >>Austin Powers >>>>>>>>>>>>> Police Academy
