Its probably simply because of fiscal quarter targets and the port not being planned from the get go so it is not ready. Microsoft wants the revenue for the game the moment it is ready to hit internal metrics and they will drop the PS5 version the moment it is ready.

That number you are citing is not even close to accurate. For example, one google search shows that Forza as a franchise sold 16m copies as of April 2021 (before FH5 and FM8) BUT since then Forza Horizon 5 alone sold 7m on Steam and 3m on PS5 and Microsoft doesn't report the sales data of their xbox games anymore because they roll them into gamepass user sales and MAU. So what you are claiming is just straight up not factually correct.

There is no accurate way to get the actual sales of the Forza franchise now but based on the data we know it is clearly WELL above what you pulled out of your ass and thats without knowing any sales data from xbox or the xbox pc app.

For the record, I like GT7 more than I like any Forza game, but I am also not gonna make shit up to make GT seem like the vastly superior series.
