I noticed the PAL release of Star Ocean 3 was in fact the Director's Cut version, but I can't recall if the US version was Director's Cut as well? So what is it?

Also, I heard something about changes made regarding music in the translated version, is that true as well? And in that case, what are these changes? More/different music?

The US version is also the Director's Cut. I don't know about changes/additions in the translated version, but the Director's Cut version (And therefore US/Europe versions over the original Japanese version) does have additional music..

If you plan to play it for story, don't bother buying it.

Gameplay only? Pick it up! It's a lot of fun.

Certainly a love or hate game. I myself loved the story, but some people can't get past it. If your not sure, i'm gonna guess it should be seeing a price drop over the next few months.

The director's cut has more playable characters, new dungeons, new cutscenes, the versus mode, and many other details.

Star Ocean 3 is perhaps the largest, most complete feeling console RPG I have ever played. If it were not for certain plot elements, it would probably be my favorite console RPG. It has an amazingly rich world with deep medieval fantasy and star trek-like sci-fi aspects.
