Downloadable content is tied to your Xbox. For example, you can't just buy the Halo 2 maps on 1 gamertag and take it around to your friends and just download them onto their Xbox. You'd have to purchase them again.

Bear in mind for that specific example: at the end of the summer all the maps will be free and you will be able to take them around to all your friend's xboxes with one Live tag.
