The ones they sell at orlando have a IR reflective bead in the tip, so you would need some type of camera to watch the bead (and probably emit some IR light. The larger ones will also vibrate in response to the spells.
But I bet there is a tip the oculus can track.
Anyway, I think the 'problem' with VR games is they get too involved in development. They just need some good gameplay loops and the content can grow over time. In Harry Potter I just wanna have wizard duels, maybe solve some puzzles, probably walk through some environments. Don't need some elaborate story, lots of mechanics, tons of voice acting, etc.
