Sacramento cops tried to run over man before shooting him (video)

First dashcam video. - The cops that tried to run him over. You hear the gun shots in the video, but don't see the killing.

Second dashcam video. - Skip to around 4:30 mark. Again, don't (really) see the killing.

Two Sacramento police officers attempted to run over a mentally ill homeless man with their car less than 35 seconds before they shot and killed him, according to recordings released by police this month.

One of the officers says “f--- this guy” in the frantic final minute before they shot Joseph Mann on Del Paso Boulevard. Moments later, the driver says, “I’m going to hit him.”

“OK. Go for it. Go for it,” his partner responds.

During that sequence, the officers gunned their vehicle toward Mann, backed up, turned and then drove toward him again, based on dashcam video released by police. They stopped the car, ran toward Mann on foot and shot him 14 times.

Lozoya and Tennis are currently on “modified duty,” according to police spokesman Bryce Heinlein.

As Mann runs across Del Paso Boulevard, one of the officers says, “Watch it! Watch it! Watch!”

In the next audible clip, an officer says, “We’ll get him. We’ll get him.” They stop the car, exit and then chase Mann on foot.

Seconds later, they fired 18 shots at Mann, hitting him with 14, according to Somers. Their gunfire is heard on the dashcam video. Measurements taken by The Bee based on the officers’ position in the video put them about 27 feet away from Mann when they began firing.

Somers later said a toxicology report found methamphetamine in Mann’s system.
 
These cops are pathetic excuses for human beings, and the police who defend and vouch for them, tacitly or otherwise, are even more worthless.
 
Police are only supposed to use lethal force when they assess someone's life is in danger.

Or so I thought.

Who was this guy endangering exactly even if he was on meth?

Seemed entirely unarmed and simply not wanting to be arrested. Did not look like he was attacking them or anything.

That car bit is unjustifiable in my opinion.

Oh I think I've finally figured it out, deescalation means murdering the suspect. They deescalated the fuck out of that situation.

Same. The fact that they tried to hide it until the store released their surveillance tape is shameful.

Makes you wonder how many other people have been gunned down, written off with a weak cover, and buried.

They were not very far away when they shot him to death. He was on the sidewalk and they were in the parking lane... I know the guy was drugged out and possibly had a knife, but that doesn't justify executing him at close range with 14 shots.

Why aren't cops apparently trained to use non-lethal force as much as possible? If you have to shoot, why unload your entire fucking clip, like it's a COD match? Did the thought of disabling the guy with a shot to a limb not even cross their minds? It's like the traffic violation that led to a guy getting shot 5 times in the chest just for reaching for his license. There's a big difference between trying to wound someone and frantically killing them. Trying to mow a homeless man down with their car is another thing altogether. Just another example of cops using force as a shortcut in lieu of doing their actual jobs, and they could have killed bystanders in the process.

Obviously it's not easy to capture people who are high and struggling against you, but if you can't handle the challenge then don't become a fucking cop.

Cops are trained to shoot for center mass as they will have a better chance at hitting that than anything else. It's harder to hit limbs since those are smaller targets and are usually moving too fast. Cops are going to miss because adrenaline fucks up aiming.
 
The cops trying to run him over should be charged with attempted murder for sure.
Did they know the guy had mental problems???
Because I saw some dude steal something from a store and wait for the cops and then step towards them with a knife and they shot him a shitload of times.
Tasing should probably be used but they don't seem to get taught to do that or they are going against their training.
 
Cops are disgusting as fuck. And the system that allows them to keep doing this shit won't be changing anytime soon.

For fucks sake, 14 shots!! Fucking murderers!

How bad does it need to get before it gets better?

The general populace isn't actively killing cops yet. That's what this will lead to if its not reigned in. A general populace is only going to put up with a murderous police system for so long. That's when things will change.

They're complete psychopaths that think it's cool or fun to see 'action'. The way he talks about the 'ramming' seriously, dude's on a playground getting a kick out of it, who the fuck would seriously think ramming someone on foot with a car is a good tactic? It's for their fucking amusement and excitement. After reading that article on the documentary, US cops are pretty much vetted and trained to be homicidal power hungry psychopaths, and they have virtually no regulation or constraints. The police union crushes anyone that disagrees on the inside, and they eliminate DA's that even try to do anything.

Yet politicians are treating it like a relatively minor issue of excessive force and racism in police, if even that. It's fucked up that it's not even between System broken <-> Just excessive force, no it's between Excessive force <-> Nothings wrong.

Neither "protect" nor "serve" appear to be part of their mandate anymore. Or it seems to be frequently placed in storage for usage in better neighborhoods and days where officers are in better moods.

I don't even think "fuck him" should be allowable word usage among professionals but yeah, their words say it all.
The intent is clear as day here.
