The core idea could be to have a "Justice Meter" or something similar. Every action you take—issuing a citation, making an arrest, or, yes, using lethal force—would have an impact. The goal wasn't just to kill criminals, but to uphold the law in a very specific, Dredd-like way. You'd have to choose your targets carefully, use your Lawgiver-pistol's different ammo types strategically (incendiary rounds for fire hazards, high-explosive for barricades, etc.), and even deal with the bureaucratic side of things back at the Grand Hall of Justice.
I was picturing a game where you spend as much time investigating crime scenes and interrogating perps as you do in firefights. A game that really emphasizes the "Judge, Jury, and Executioner" aspect, but with a nuanced system that makes you feel like you're actually judging situations.
Would that be a good idea ?
