It's the opposite, probably the purest game of skill. It's a "perfect information" game - you and your opponent have exactly the same knowledge of the pieces, everything is open and transparent. The rules do not change, so you can focus on applying these rules the best way possible.
That’s why it’s boring. If you can memorize the entire game all you need to do is choose the correct move. Humans can’t really do that 100% so it’s a game of who can memorize the highest percent of the game. Memorization and recall is a skill, but it doesn’t leave a lot of room for improvisation. In chess improvisation is a mistake, you should have chose the correct move instead. Boring.

Memorisation accounts for about the first 20 moves of professional chess games. Then players are on their own and have to rely on their calculation abilities and strategic awareness. In recreational games this will happen a lot quicker. So being able to memorise a lot of moves is a necessary but not sufficient condition for being really good at chess.

As you improve you’re only shrinking that interesting and unpredictable portion of the game. I’ve had fun playing chess like anyone else, but I can’t shake the nagging feeling that investing time in learning chess makes it less and less fun as the playfulness is replaced with correctness.

A good example of a game that shows why high end chess is interesting. You're never "memorizing the entire game". That's a feat reserved for engines. The skill is evaluating a board state and seeing enough moves in the future to make a move that advances you closer to winning.
