I'm basing my comment on both the history of the SC series, the history of the original XBOX, as well as the fact that most XBOX360 games thus far have had framerate issues.

The game looks partially amazing. If it weren't for a few weak effects (rain), low framerate and the stiff animation, it could stand at the top for a while. It's still somewhat up there, though...regardless of those flaws.
Generally, off screen footage would enhance them as you wouldn't be able to closely focus your attention on them.
