That's how it's always been. There was a GLITCH to get around it, and it worked for any unit. Currently in the game you can unload where you shouldn't be able to as long as the unload command starts where you can unload but then as the dropship moves it will keep unloading. You could never ordinarily drop banelings on top of a perfectly packed army (without the glitch). However, perfectly packed armies on the battle field are near non-existent, and if someone tries to do it intentionally to avoid banelings, more likely they'll just take more splash.
