When I start Steam, I minimize it to the background, but it brings itself back on top two more times, and I hate it so much. Is there a solution?

I haven't experienced this myself, but if you are still in the refund window (<2hrs played) I'd advise not touching it until you have finished a support ticket.

Chances are you could either get a refund then rebuy or they could refund the difference to save everyone some time.

Can't hurt to try either way.
