Wario is in the room full of mirrors on the 2nd floor where there's a Wario painting on a wall. You need Luigi to go transparent so that he can walk through the wall of mirrors and jump into the Wario painting reflected in the mirror. If this seems confusing there here's an example:

Imagine that instead of reaching for the real red chair, you jump into the mirror and get the one in there instead. Hope that helps.

Incidentily, the Wario-Snow Level is fantastic. I'm glad they were able to make some great new levels using the same old engine. The boss in there is great too, the breaking ice around the arena looks very clean.
