There will be a mass migration when GTA6 drops - R* is doing it right. Giving people a REASON to upgrade. They are not saying "everyone's still on PS4, lets make a GTA6 PS4 version"
IGN wasn't far off when they said GTA6 could be the most important game ever. Its going to move consoles like nothing else can.

The platform choice drives game design to an extent. PS4/Xbone are quite weak, especially so on CPU side so sacrifices to design and lack of improvement will result in the choice of including those systems.Why would they give a shit about where you're playing the game though?

Longer term, it's in Activision's and MS interest to expand console user base and get folks converted to next gen hardware.Cod has played basically the same since the 360 games. Once they leave the Xbox One and PS4 behind, it'll still play basically the same would be my bet.
GTA6 will essentially be targeting the next gen of consoles (not Series X and PS5), would be my guess, so they can make billions again selling the game on current gen, then the next gen, and maybe the following one too. Theirs will be a platform for perhaps a decade of gaming.
COD will be superceded around a year after of it's release, as usual. It's slightly apples and oranges. In GTA's case, it's a good idea to future proof the gameplay, which will mean more density of traffic or whatever that requires more CPU cycles etc, they need to be thinking about not comparing poorly to other games in 5 years time. COD will ride the wave of where the most players are, just as it has done for years.
It's literally not in Activision's interest to do anything but service the largest number of players possible, as long as it doesn't harm the game design to the point where they sell fewer copies of the game.
I'm still slightly baffled that you (@Represent) think Activision should make a better game so more consoles get sold and then they can sell to those customers, rather than just selling to the customers in front of them.
