it's probably an animation game complete with keyframing and onionskinning (speculation goggles go!). maybe it's rated 18+ because you can make animations just like your icon

The "Animations" probably refers to games based off TV Animations (you can see Mai Hime and Rozen Maiden listed). I couldnt even guess about the 18 rating on that particular game though.

The game featured on that pic is apparently a DS game based on the anime Onegai My Melody which is a kiddy series that has absolutely nothing that could warrant a CERO rating of 18. My guess is that for some unknown reason the cover is a mockup and someone just pasted a CERO rating on it.

Appears to the anime episodes on a DS cart, much like cartoons on GBA video. The pic is for "Onegai My Melody". "Futari wa Pretty Cure MaxHeart" will be released too. Those are both children shows, and would not be rated as adult content. This winter to next spring, "Rozen Maiden", "Mai HiME", and "Fushigi Hoshi no Futago Hime" are coming.

EDIT: It says Action Game on the cover plus IGN also has an entry on it suggesting that it's an action game and not a collection of anime episodes.
